Basic publications devoted to the development of theoretical ideas on the operation of the nickel-oxide electrode (NOE) in alkaline accumulators and the technologies for its production are analyzed. The urgency of this problem is due to the fact that, first, alkaline batteries are constantly being improved, and improving the operational characteristics of NOE in this situation is one of the main tasks. Second, the spectrum of practical application of nickel-oxide electrodes is constantly expanded. First of all, it is the development of nickel-hydrogen and nickel-metal hydride electrochemical systems. The next practical application of NOE is undoubtedly their use as a chemical cathode in hybrid capacitors. Our analysis of literature sources has shown that NOE with metal-felt electrode bases are quite competitive almost for all applications, and, moreover, have a number of advantages over traditional NOE types (sufficiently high values of specific energy – up to 33 W·h/kg, and specific power up to 600 W/kg, a resource of 5000– 10000 cycles, the absence of carbonization of the electrolyte). Very great prospects for the use of nickel oxide electrodes on a metal-felt base are expected in the design of supercapacitors with chemical cathodes. Therefore, the main purpose of this review is to show the developers the current state of the theory of NOE and the technologies for its manufacture which are most suitable for designing supercapacitors. Key words: nickel-oxide electrode, carbon graphite materials, metal-felt base, active mass, galvanic nickel plating, supercapacitors.

4. Requirements to electronic versions
4.1. The electronic version must include a file containing the text of the manuscript and all illustrations. The text should be typed double-spaced by Times New Roman, 14 pt.
4.2. The main text should be submitted in the Microsoft Word format with a precise indication of its version.
4.3. JPEG, BMP, and WMF are desirable for graphics. Microsoft Excel and built-in graphics, AutoShapes and Microsoft Graph are acceptable.
4.4 In preparing JPEG files, it is desirable to adhere to the following requirements:
- 300 dpi for scanning line drawings;
- not less than 200 dpi for scanning halftone drawings and photos.
4.5. The tables are part of the text and should not be made as graphics.
5. Procedure of review of manuscripts submitted to Elektrokhimicheskaya energetica (Electrochemical Energetics)
1. A manuscript is accepted for consideration only if it meets all the requirements of Elektrokhimicheskaya energetica (Electrochemical Energetics).
2. Manuscripts submitted are subject to reviewing.Type of review: one-sided, blind.
Manuscript review forms:
- internal (reviewing manuscripts by the Editorial Board members);
- external (reviewing manuscripts by leading experts in the branch).
The executive secretary evaluates the correspondence of a manuscript to the profile of the journal, to the requirements, and sends it for review to a specialist (Doctor or PhD) having the scientific specialization closest to the manuscript theme.
The reviewer may be a member of the editorial board or an external reviewer.
All the reviewers are acknowledged experts in the sphere to which the article is dedicated, and have been publishing articles on the corresponding topic for the last 3 years.
3. The reviewer should review the manuscript within 2 weeks of receipt and send a reasoned refusal from reviewing or a review to the editor (by e-mail or mail).
The review should be dealt with the following issues:
- whether the content of the manuscript corresponds to the topic stated in the title;
- how much the manuscript is consistent with modern achievements of scientific and theoretical thought;
- whether the text is available to the readers for which it is designed, in terms of language, style, the arrangement of the material, etc .
- is it appropriate to publish the manuscript in view of the literature previously issued on this subject;
- what exactly are the positive aspects and disadvantages of the manuscript, what corrections and additions need to be made by the author;
- a conclusion about the possibility of publication of this manuscript in the journal: "recommended," "recommended after revision" or "not recommended" for publication in Electrochemical Power Engineering.
4. Upon receipt of all reviews, a decision on publication is made.
If the manuscript can be published after revision, recommendations for improvement should be provided, if the manuscript is not accepted for publication, the reasons for such a decision should be given.
A manuscript submitted by the author to the editor after revision is processed in general terms. The date of receipt of the new version of the manuscript is filed.
In case of rejection, the Editorial board sends a reasoned refusal to the author.
No manuscript rejected by the reviewer can be reconsidered. A negative review is sent to the author by e-mail, fax or regular mail.
The presence of a positive review is not sufficient for publication. The final decision on publication is made by Editor-in-chief.
After deciding on publication the executive secretary informs the author and indicates the date of publication.
5. Reviews are stored at the Editorial Board office for at least five years.
At the request of the Ministry, reviews must be sent to the Commission and/or the Ministry.
The editorial board draws authors’ attention to the fact that their failure to comply with the above regulations may delay the publication of their material.
Manuscripts rejected by the editorial board are not returned to their authors.
